Zhengzhou airport to Zhoukou Xihua expressway (phase I) project construction subject is the provincial toll repayment expressway management center. The north end starts from Weishi West Shangdeng expressway, and the south end ends at Xihua Shangzhou expressway, with a total length of 106.3 km. Through Weishi County, Yanling County, Fugou County and Xihua County, the project mainly serves Zhengzhou Airport Economic Zone. The project started in June 2013, completed and opened to traffic in September 2015, with a construction period of 2.5 years.

The project is divided into 11 bid sections. The Central Laboratory of JXJC -1 section is responsible for 5 bid sections, with a total length of 46.6 km (56.1 km of surface course) and a total inspection fee of 9.193 million CNY.

The central laboratory is located in the southwest economic Park of Weishi County (in the hospital of Balas Guangdian Co., Ltd.), which was started in early April 2013 and completed at the end of April, with a total construction area of 1000 square meters.
