The project will have a positive and far-reaching impact on speeding up the construction process of the golden triangle of the Yellow River in Shaanxi, Shanxi and Henan, and promoting the economic development of Sanmenxia City and even Henan Province. The southward moving of the section from west Sanmenxia to boundary of Henan/Shaanxi of national highway N310 is generally in east-west dirction, passing through Shanzhou district and Lingbao City. The starting point of the project is the end of the southward moving project of west Sanmenxia section of national highway N310 in the east. The line crosses Mongolia China Railway and Longhai Railway in the west, and ends at the boundary of Henan/Shaanxi. North Lingbao interchange, Xiyan interchange and Xiyan service area are designed. The total length of the route is about 74.16km.

The project is designed according to the standard of four-lane class-I highway, with subgrade width of 24.5m, separated subgrade of 12.75m and design speed of 80km/h. The design load grade of the bridge is highway grade-I; the flood frequency of subgrade, bridge and culvert is 1/100, and that of super large bridge is 1/300; the width of carriageway is 2 × 2 × 3.75m. The total budget estimate approved is about 5620.5 million CNY.
