Mianchi-Luoning section of Mianchi-Xichuan expressway is one of the new projects of adjusted expressway network planning in Henan province. It is of great significance to optimize the regional road network structure, enhance the convenience of people's travel along the line, drive the development of resources and tourism along the line, and close the relationship between Henan, Shanxi and Hubei provinces.

The project connects Mianchi to Shanxi Yuanqu expressway in the north and ends at north Wenzhuang of Luoning County, connecting with Luoyang-Lushi expressway. The total length of the route is about 40.11km.

The standard of four-lane expressway is adopted for the project, with design speed of 100km/h and subgrade width of 26m. Asphalt concrete structure is adopted for pavement surface, and highway grade-I is adopted for bridge and culvert design load. The total budget estimate approved is about 5861.38 million CNY.
